Business Starting Grants

Are there US Gov. Grants available to be used to start a business in Italy?

I am a minority, serving in the US Army. I know that there are small business grants for minorities and for service members but I would like to know if I would be able to use a grant to start a business in Italy?

1. Generally speaking, there are no grants to start businesses.....period. The infomercials that say that there are are scams.
