1. It would be very difficult to convince a mall to rent out a booth to you for those kind of sales. Most states have laws about being a specific age just to walk into a store that sells smoke products. You need to check into the laws and regulations in your state before opening up this kind of business. Good luck!
2. i think in most states you could get in huge trouble for selling stuff like that to the public. even though you could have a gold mine of a Business, some person could take it to court and have it shut down. plus, malls will not allow it because then they will have young kids buying that.
3. You have to be careful because while the pipes and everything else could easily be used for regular tobacco -- most of your buyers are probably going to be using them for a less legal means. I've seen shops that sell a lot of "hippie-esque" items that include clothing, vinyls, scarves, and bongs, hookahs and the like. Maybe something along those lines would less of a risk?
