1. I don't know what you mean by free of charge unless you are talking about grants. There are sites where you can find out about applying for grants but it takes a very precise grant application and a lot of time. Otherwise, if you have a great idea and want to get it off he ground it is best to get involved in a network where investors are looking for new companies. That would not cost you upfront but would cost you in the long run a percentage of the profits. These arrangements usually work out very well.
