I need help to do a business proposal for a fresh startup business in Lagos.?

I am a Nigerian living in Lagos and need a guide to starting a business. How do I go about writing a business proposal? What are the basic contents of a business proposal for starting an entirely new firm? What do I need to set up an office apart from the basics like accommodation, furniture, computers, cars, staff etc? What else should I know about? Short of giving me your MBA lecture notes I would really appreciate honest and professional responses and very straight forward too..
